I have looked it up and there are versions available for Windows as well. I don't seem to understand where you are having the problem with.

Wouldn't it have been just as easy to post the link?

Your question is confusing.  Microsoft Paint has been part of all Windows systems going all the way back to Windows 95.  Do you know how to find Paint and use it?  By "Microsoft FRESH PAINT", I guess you mean the app that can be downloaded from https://www.microsoft.com/en-us/freshpaint/default.html.  It is an app; it is what you see there and that's all there is to it.  It does not come in two versions, which you allude to when you say "Not the "app" the full PC program".

Mastermind my friend, if you can find a download button for this program on the page you refer to ...you are a better man than me sir???     I have been  to the Microsoft page but can't find the press for download ANYWHERE ???   Hence this post.

It is NOT just an app, as our friend suggests here either.   It is not "Paint" either!  It is called "Fresh Paint". ?????

Did you not go to the link I posted?  The page at that link has two download buttons.  To download for use on a computer, you would click on Download from Windows Store.

It is NOT just an app, as our friend suggests here either.
When you say, "NOT just an app", you imply a concept of a software that is less useful, less featured, than a program.  But, the terms (app and program) are often used interchangeably and, therefore, do not imply a clear distinction in their design or complexity.   As I said in my previous post, Fresh Paint does not come in two versions (app and program).

As far as I can see, Fresh Paint is a "Metro app" from the Windows store, and (I just installed it) behaves considerably differently in some ways from a "normal" Windows application such as Paint which uses the standard Windows screen furniture (title bar, menu bar, minimize/restore/maximize/close buttons etc).  It is touch-friendly and thus behaves more like a phone app (it is available for PCs and mobile device). So I can see how somebody might think that the 'app' is a different kind of animal from a 'program'.

        For reference:
        https://en.wikipedia.org/wiki/Microsoft_Fresh_Paint
        Quote
Fresh Paint is a Windows 8 painting application developed by Microsoft and released with the launch of Windows 8 in October 2012.
        ....
        It is considered freeware.

Or get  it from the Microsoft store.  :)

Say guys .... first of all thanks for all this trying lads.   I have already been to most of the places you are showing here without having success.   I ask you to go the one step further and download the program ..or at least try to download it and you will see EXACTLY what I am getting at here.   I bet that none of you are successful in the actual download!  :o :o :o

          Works here as well.

Note that it *does not* work with Windows 7 and there is no version of the software that can run on Windows 7

If you are using Windows 7, as your profiles says, you won't see a download button. As BCP said above, it is not compatible with W7. If you are running W8 or W10 there is a GET THE APP button in the second link I posted above.
