IPv4 address - Why is it being asked?

A little background. We have a LAN/Wifi which caters to almost 800 residents within a campus. Previously, a MAC binding exercise was done where everyone had to provide their MAC addresses. A local login (using admin given user id and password on an http client portal) was possible only after the MAC address was registered, which would then make internet access possible through the LAN/Wifi.

Recently, the network administrator for the LAN provider asked for the IPv4 address too, while citing a reset exercise for the MAC binding process.

What are the usual reasons for requesting this additional information (IPv4 address)? (Since they already had our MAC addresses)

Can someone please let me know? Are there any specific network activity tracking intentions, what could be the additional security threats, etc..

Once a specified IP address and a device's MAC address are bound, the IP address will be reserved for the device and the device will get that IP address every time it connects to the router. This not only make it easier for the Administrator to manage critical devices, but also is a method to manage the LAN clients. If we enable Bind IP to MAC in strict mode, the devices listed in the IP Bind List will get the reserved IP address, and only the device listed in the IP Bind List are allowed to access the Internet. Other devices in the ARP table but not listed in IP Bind List will be blocked by the router and cannot access the Internet.
