Dollar sign in excel 10

Is there a way to remove the  $ dollar sign I the columns in Excel 10

The dollar sign, $, has at least two roles in Excel.

For one, it is meant to specify t values  in  US dollars.
In other parts of the world a different sign is used.

Second, it marks a range of cells in a formula. This allows for a more powerful way to write  a formula that can be used without more editing.

If you mean you have columns showing money amounts (and your local currency setting is the dollar) then select the column(s) and format them as number not currency.

If the columns or cells were accidentally formatted as currency but they contain numbers which are not money amounts you would want to change that.

In financial applications of spreadsheet software, the 1st amount a the top of a column is typically formatted to show a $ sign but amounts in rows between that top number and the sum at the bottom are usually not preceded with the $ sign.

I work in a public finance office (in Britain) and our spreadsheets show £ signs in all of the cells in a column formatted as accounting or currency. This is our convention when producing reports, statements, etc.  Is this a US thing?

Yes. See the attached image as an example.  Alternatively, the currency may be stated just once at the top of a column; for example, the Balance Sheet shown at http://accounting-simplified.com/financial/statements/statement-of-financial-position.html simply notes "USD" at the top of column.
