Computer so very slow

I cannot understand why if i am not on line the cp is lightening fast,  but on a web site like yours, or the BBC it is agonising slow and sometimes will not open at all , I suspect It is a network problem as I have done disk clean deleted programs running at start run scans etc, I thought I sent this earlier today , but do not see it , so maybe the mouse is faulty, is that possible? can an expert give me some advice Thanks.
