    XP doesn't recognize sata HD Dell8400

    Installed new SATA hard drive.
    Windows started loading drivers and stopped when Windows XP
     doesn't recognize HD can't continue F3 to quit
    Restart and can't get anything to happen
    I have Dell resource disk
    Dell Dimension 8400
    Service Tag F4PHH71
    XP Home
    Seagate Barracuda Hard Drive

    Very early on in the XP setup process you will see a prompt at the bottom of the screen stating "Press F6 to install additional Drivers"...do it.
    Then put the Dell Driver CD in and it will auto-detect and install the SATA drivers...
    Continue on and at some point it will ask for the XP CD again...

      Computer comes on and sticks on the Dell system dimension 8400 BIOS version A05 window. "F" keys do nothing

      This is not a good sign.  Disconnect the new hard drive and see if you can enter the BIOS.

      Only SATA drivers I see are for RAID, so that's not the issue.
      BIOS is now at A09.

        disconnected new hard drive.
        Screen now reads drive 0 not found
        F1 to continue
        F2 set up
        "F" keys do nothing

        Do the lights on the keyboard flash?
        What kind of keyboard are you using (PS/2 or USB)?
        Have you tried a different keyboard?

          Using a USB wireless keyboard.
          The keyboard got me into set up at my first attempt to install windows after connecting the new hard drive.
          Tapping ESC key on start up turned the screen amber.
          Other than that no keyboard response.

          Seconded.

          You can get a cheap PS/2 keyboard at your local department store. I saw one the other day for ten bucks. Use it to set up windows and then you can go back to your fancy wireless keyboard once you have it installed. Make sure you have the computer turned off when you plug in and unplug the PS/2 keyboard.
