windows firewall..wont allow me to enable

hi there..i am having troubles enabling my windows firewall
i havetried through the winows security and it directs me to the control panel..where i try form the firewall setting there..but that wont open either...says that windows cannot start the winows firewall/ internet connection sharing service
what do i do now?
i am also using nortan antivirus if that helps?

You do not need Windows Firewall if you install one of the following firewalls, which are much more user friendly and easier to configure.

Not to mention that they are free.
