Under Tools > Internet Options, I recommend using 'about:blank' which will just bring up a blank page instantly instead of waiting. You can then add your favourites to a quick pick bar if you like.
Else you might want to change the Temporary Internet Files and History - check for newer pages, it should be on automatic, but might be on everytime you visit, or everytime you start, which will update the entire page each time. Note if set to never, it will be quick but won't get the latest page unless refreshed. This affects all websites, not just the homepage, but the homepage will be cached regularly.
