There are times when on the internet that I hear a sound like a phone ringing from my speakers and on occasion the computer freezes up partially when I hear this sound. Does anyone know what might be causing it?

They use to put adds on web sites that would make your machine ring like that when you ran your mouse over it. Next it happens run your mouse around until you find it.

Any instant messagoing apps installed ? ?
You could also check the drop down Windows sounds list in Control Panel...
But it very well could be ads as Spoiler mentioned.
