To answer your question- yes. Genetics can affect muscle tone and development. But not in the way you state.

if a lanky fellow bulked up and became a 300 pound sumo wrestler, his children won't "inherit" his sumo figure. In the same fashion, if one of those lanky children grows up and becomes a bodybuilder, their children won't inherit some sort of body-building trait.
