I do have Windows 98SE, unfortunately, I have no such hardware device..

Doesnt matter. You could just download the said file & install it & then  check (in Control Panel> Add/remove) if  the  installation was  successfull. If not, then probably the file PNY has uploaded is corrupted.

OK, so is this it? I've tried everything possible & now I'm stuck with a flash drive I can't use because I can't install the driver! I hate being a loser :(

USB 2.0 < you may need to update your bios? type hwinfo in the runbox.....it should display the motherboard etc.....then go to the pc makers website and update the bios....and to make even sure update the usb host controllers.....as well...
