Toshiba Satellite a40 won't boot from disk?

Ok so I have this Toshiba laptop and when it boots i hit F1 , F2 and it doesn't go into the bios so i can make it boot from cd to reinstall the OS any ideas? The win 98 toshiba I have does the same thing

Here is a very simple diagnostic.
Remove the HDD.
Power up with Windows CD in drive.
What happens? Does the CD start?

yes it enters setup. meaning the dvd is the second boot device. Which i want to make first but can't access the bios

it's just that i recieved this second hand an didn't get the recovery disk or the portable floppy usb drive. so i downloaded the drivers from toshiba and want to install win xp home

There's probably a hidden Recovery partition on there to restore the machine back to Day One status...
I'd spend some time looking up the procedure on the Toshiba site...
