wallpaper in Windows 7 Starter

Hi guys, my friend is asking help on how to change the wallpaper or desktop background of Windows 7 Starter. Can someone please help us? Step by step instructions is much appreciated. Thanks in advance.

Right clik an empty area of the Desktop and select Personalise...

Then on the bottom of the window that comes up click on "desktop backgrounds"

I don't have Win 7 Starter, but according to what I've read, it doesn't support changing wallpaper the way higher versions do.  Apparently, there are ways around this limitation. Search Google for something like "change wallpaper windows 7 starter" and see what you find.
