Access point security

Hello Everyone,
I'm brand new to this site.
I am having a problem setting up the security on my access point. I get a free internet signal in one location in my house, so i bought an access point so i could use my laptop anywhere in my house. the problem is that i can't get the security to work right on the access point when i set it up. Any idea's?
I'm using a compaq presario, with windows vista, the access point is a tp link model TL-wa501g.
The access point is set up in repeater mode.
Seems all my neighbors are hooking up to my access point making my computer extremely slow and basically un usable.

The first idea I have is to stop using someone else's connction and get your own.

Next I would look at getting a wireless router setup in your house with your own security setup.
