i want it to allow HTML email sending
and the most important no member subscription comfirmation needed and its 100 %  FREE

can you please list me some of such NEWSLETTER PROVIDER

I'm a little confused, but I think I know what you want... You want to be able to SEND HTML newsletters to other people, correct... Sign-up to http://www.bravenet.com  ... They have it there.  ;)

P.S. They call it mailing list, but it is the newsletter  ;)

yes i know braventer i need another one that doesnt ask memebrs to confirm there subscription and i can import my old mailing list without having them to confirm again
