power fan below threshold

i just finished building a pc but there are a couple of things i cant fix:

1.  when i checked the pc probe it said that the "power fan is below threshold" and i cant fix it.

2.  the motherboard tells me that the "cpu fan failed" and when i checked the cpu temp it was at 30 C.  the fan was spinning at 1360 rpm so i figured it worked.  what is a good temp for the cpu?

this computer took me $500 to make and i really want it to run at 100%.

Few CPU fan runs that slowly.  MB temp of 30 is low.  Are you getting this reading from the BIOS or from Windows?
