Cant start Windows 7 Ultimate 64bit

When i start computer my the mouse and keyboard weren't working.. so after a few restart the computer would only get to the part where the mouse shows then the computer restarts...

Right now my computer works because I'm running windows 7 32bit from a different HDD..

What could the problem be?

More info...

theres nothing wrong hardware wise but I've been told that there was something wrong with my driver signature enforcement.. but right now i cant even do anything when i get to the welcome screen its just reboots. is there a tool that can diagnose the startup. i know there a tool like that in the boot menu but that one didn't help at all.

and if you want i think this should be move to software since theres nothing wrong with my hardware
