My 14 year old got mad at her brother, and decided to block everyone out of their computer. I'm a beginner, so I don't know about this things. She has made herself administrator. How do I override her, make myself administrator, and keep this from happening in the future. ???

Personally I would suggest packing it up and putting it away for a couple of days.  That might put a little bit of respect back in the kids.

You should be able to boot into safe mode, just use the admin account in safe mode.

You can force change the password for the admin acct by use of a bootable Linux CD Password Changer, but you will need to burn that to a CD then boot that system off of this disc and then follow the text menu options to force change.
