HPdv4t "low storage capacity"

When I start my laptop a message appears right away stating the battery has a "low storage capacity." I ran a battery health check and the battery comes up as bad and needs to be replaced. So I bought a new battery and the same messages are appearing.

Reminder I am a beginner with that in mind I thought that something happened with the computer where it doesn't recognize the battery anymore when its not the battery that is the problem. So I restored the laptop to factory installation.
Yet again the messages appear.

So I am now at my wits end and would like to know what can I do to fix it with out having to send it to HP. My warranty is up and would like to fix it myself if possible before extending my warranty.

Maybe battery is not charging or new battery is defective.
