hp dv 9000 won't boot up

when I power up my PC the power on light comes on for a second and then clicks off, another second and it comes on again and then click and off again, keeps doing this. If I hit ctrl and esc while light is on then light stays on but nothing else happens...

any help with a solution will be greatly appreciated... many thanks

What is new or different since the last time everything worked properly (ie, new hw, new sw, virus, error, etc)?

Also, when you turn on the system do you hear the fan spinning? At first blush it sounds like it may be a bad power supply.
