Its an app that was made for the use of CRQ Cat's since they were unable too use the software that came with it.   Since it requires that
you have too activate it.  Basically, it allows you to  scan things such as UPC codes if you set it that way.  Not really able too explain it
      though :(

The device is called a "CUE CAT". And yes, you can get them to read barcodes. First you have to remove the serial EEPROM that contains a Unique Identifier that it attempts to send back to DigitalConvergence (which is of course out of business, but still). Then you have to hack about with the hardware some more to essentially get around the proprietary "encryption" that the cuecat does to all barcode output, which is nothing more then a cheap obfuscation scheme (security/encryption should be left to people who know what they are doing, DigitalConvergence need not qualify). This involves cutting particular traces and adding a jumper line halfway across the circuit board. Good luck.

He is doing it the hard way ><  I found a way that doesnt require that, suppose you guys dont really mess with stuff in these kind of
        fashions though.

There isn't a way. Unless you perform the decoding through special software, or actually store the encoded text as the barcode.

Then obviously your reading skills are just as good as your writing skills.

          http://www.azalea.com/cuecat/

CatNip is a decoder developed by Rich Goldstein to essentially 'jailbreak' the CueCat device, turning it into a barcode scanner.

Where does it say it lets users log in to Windows?
