In Device Manager, for your USB hub devices, you'll want to open their properties and make sure that "Allow the computer to turn off this device to save power".
However, this won't be enough. Windows is "smart" enough to provide power to devices, even in sleep mode, if they are capable of waking the system, such as keyboards or mice. So in order for the mouse to be shut down during sleep, you'll have to crack open the properties for the mouse and make sure that "Allow this device to wake the computer" is unchecked.
Of course, this means you won't be able to use the mouse to wake up the computer.
