window advance option menu

dear sir my user name is skyace 2. i have a window xp hp desk top pc  and my problem is that it is stuck in the  window advance option menu and i have tried everything i can think of to get out of that page i have tried going to start normal mode i have tried the last known configaration  i have tried the prompt comman i have tried pressing diffrent keys i have tried turnning it off and on agan  like i said i have tried every thing. could this be a soft ware or hard ware issue i have even tried asking pc techs  they always want me to bring it in or they the only way they will know is to run diagnostic check  and before they can do that   theirs a
charge they just do'nt want to just tell what the prpblem might be  my question is how can i fix my pc is it a soft ware or a hard ware issue . but i was told by a friend that could be a soft ware issue.can any body help please

sky ace2 agan i seem to have left out a bit more info on my problem i for got to mention that when ever the pc is turn on it alway gose to the window advance option page. dosenot show any icon their is no star button no inter net explorer icon no icon of any kind  like i said when ever it is turn on the first thing it dose is go to that page agan some body help

You can try to repair or replace the boot.ini.

1.Boot with XP CD.

2. Press R to load the Recovery Console.

3. Into the command prompt, Type bootcfg.

4. This usually fixes basic issues with boot.ini not showing up to the machine.

   dear sir how do i repair or replace the boot.ini? every time i power up the pc the  first page to come up is the advance option menu page. no icon are displayed  their is no start button at the lower left hand corner of the screen theirs no time display no matter what i try nothing work.will a recovery cd help or can i replace the hard drive a matter of fact my sister inlaw  is having the same issue with a dell lap top. i have tried the last known configaration, comman prompt,start in normal mode.  when ever i select one of those  mode and hit the enter button on the key board it always come back to that advance option menu.how can i repair or replace the boot.ini?
