Incorrect refresh rate, dying monitor, faulty video card. What model is this monitor, and how old is it?

It's a Tandy, and they've been out of business for years. Chances are it's old age and beginning to fail.

Yes, I saw it was a Tandy (in the thread title), which is why I asked what model it is, and also its age. It is a very long time since I saw any Tandy hardware, and I wonder if it is capable to syncing to anything but a standard VGA signal, it may even be CGA only. To use a term of the period I am recalling, it may not be 'multisync'. It may even be OK but the computer feeding it may be outputting a signal it cannot process.

Back in 1998, when I didn't know much about computers, I had a monitor like this that had the same problem. At the time, my parents told me it was a virus. That was when I didn't know much of anything about comps. Later on, I found out that it was the monitor.
