Any DVD creator or maker that has Test, audio & Video

I am looking for a DVD Creator or Maker that does the following.
1. To be able to use Text (to type) in between picture and or video clips (meaning to like more than 1 frame in a row)
Like Start with background audio and after that is over have about 2 or more Text frames where Text will show up
2. To be able to add background music
3. To be able to add converted video (AVI)
I am willing to pay for it

The Photo-DVD maker I think would do the trick, I'm looking for a Windows Movie Maker software but better than Windows Movie Maker, where you can add Text in a blank frame, background audio, pictures (without captions under it or along side of it) & video. The Text needs to be in separate frame so I can explain my project more clearly
