    If your house power supply is 115V then you should set it to that.

    If it still does not work, you may have damaged the PSU. Try replacing it with an auto-switching model.

    Supplying lower voltage than PSU is set for will cause no damage.  In fact, if you measure the no-load voltage, all will read correctly.  It's a Switching Power Supply not a Linear Power Supply.
