Unexplainable "New Program" Notice

For the past two days I've been getting a "New Program" notice on my PC whenever I click Start. I know it does this after an new program has been installed but I haven't installed or had anything updated for several weeks. I thought it might be a virus so a ran a scan but nothing came up. I checked my list of installed programs in Control Panel but see nothing new. How can I find what program this notice is indicating?

Hi, try to scan your PC using SUPERAntiSpyware (secondary anti-malware program). If nothing found, try to scan using Malwarebytes (tertiary anti-malware program). Again, if nothing found, no need to worry.

To find what program that the notice is indicating, try go to Start > All Programs > check all your programs there. I believe a new program has a different background color, I'm not sure if it white or flesh. Just take a look.
