All programs launched with computer restart

I must first admit that this posting is for a problem one of my parents is having.  I haven't worked with the computer myself, so I can only tell you what has been told to me over the phone.

When the computer is restarted, I am told, every single program on the computer is opened.  You have to wait forever for them all to open up so that you can close them all to actually be able to use the computer for what you wanted to use it for.

Anyone heard of this happening before?  Is it a virus?
