LCD monitor shows static-like noise in dark areas

My LCD monitor (Dell 1800fp) just started showing very strange video noise in the darker areas of the image.  This occurs even with the monitor cable unplugged.  For a pure black screen, the result is a fairly stationary teal.  For dark colors, certain components of the color are exaggerated and the pixels jitter and shimmer similarly to TV static (e.g. dark red pixels become bright red flickering pixels).
This occured suddenly, for no apparent reason.  We've had very high humidity recently, and this happened late at night, so perhaps it was condensation from cooling air shorting something out?
Anybody have any idea what monitor component this might be and if it would be feasibly replaceable?
