My E-Machine 1161-01 was powered off during updates, now won't start-up

Our E-machine (Windows Vista) will not start-up any-longer. Been through all the start-up repair modes and nothing works. Went to Geek Squad and was told I need complete OS renew. They also showed me that my data was still available ( I saw my windows page with the list of all my files) I was told for $280.00 they could get me back in with my files but no programs. I'm thinking if they got in then it could be done cheaper than $280.00    Any suggestions?

What does that mean? EXACTLY what happens when you press the power button?

It comes on and goes right to start-up repair and finishes with "Start-up repair cannot fix this computer"
