All problems on dell.im tired

This laptop dell d610 is hanging during booting.i.e it won't boot normally either through safe mode or windows.
observation:
fan is working (rolling),processor is working fine bcos is hot normally,the system displays.i removed the hard drive and slot another one still does thesame thing.try another fan thesame volts is not working also.what do i need to do?
properties:Pm,ram-1gb,hdd-120gb

All I can understand from your post is that you have a Dell Latitude D610.  You didn't state Latitude, but a laptop D610.
Your Dell won't boot.  Do you see the Dell "splash screen"?

i said its a dell d610 series.And is hanging .i.e it won't boot to desktop normally and fan is not working.thats all

Probably the motherboard needs replacing. Or the PSU.

The power supply for a laptop would probably require replacement at the official service center.
Is it possible to take the RAM out, put it into another laptop, and run MemTest86+ on it?

You can buy laptop PSUs in electronics stores. They are commodity items.

I thought you were talking about the DC power jack and the cables/assembly that connects it to the motherboard.

I know I mean the PSU. Which powers the laptop from AC and also charges its battery at the same time. They come with cables with DC power jacks.

It is hard to tell what you are trying to say. An assembly can be a unit and vice versa. Is English your native language?

    as you said your laptop is hanging ( which means its working )

    i think this problem is from your windows try to re-install your windows in another partition or an other hard drive or wipe the previous one.

    Yes, you are correct.
    AC Power Adapter would be the correct terminology.
    Your block diagram does not apply to Switched-mode power supply:  http://en.wikipedia.org/wiki/Switched-mode_power_supply
    The AC Power Adapter is sometimes referred to by other names, so you have to figure out what is being referred to.
    Laptops don't have a PSU, which is generally the terminology given to the Power Supply Unit in a desktop only.
    Computer PSU's are switchers.

    Interior view of an ATX SMPS: below
    A: input EMI filtering; A: bridge rectifier;
    B: input filter capacitors;
    Between B and C: primary side heat sink;
    C: transformer;
    Between C and D: secondary side heat sink;
    D: output filter coil;
    E: output filter capacitors. 
    The coil and large yellow capacitor below E are additional input filtering components that are mounted directly on the power input connector and are not part of the main circuit board.
