So we have narrowed it down to that one malfunctioning port. Plug the USB drive into the malfunctioning port, remember which one it is in device manager, and then plug it out, then disable the malfunctioning port. Disable it, not uninstall, so that Windows won't prompt you to reinstall the port's drivers.
