mouse stuck in one spot

hello, I have my mouse stuck in the same spot every time I turned my computer on, I just recently switched my tower to the other side of my desktop and after that I plugged everything back up and now the mouse is stuck please help don't know what to do.

Have you tried disconnecting it and reconnecting to a different usb port or, if it's a ps2 connection, power off the computer then disconnect and reconnect?

Also, have you tried a different mouse?

ir have and short in the wire to my mouse thank you all for your help.
