Start a program at specific user login?

I want to set it up so that when one of the users on a computer logs in, a small program runs (it is an EXE). I am not sure if the "Start up" folder will do this or not. If it is that simple, GREAT!

Otherwise how do I set it up so that the program runs only on that users log in?

Yes. Just drag the shortcut of the program in question into the start-up folder of a particular user.
