Do you require the UPS to be connected or is it in case of an emergency?

What happens when you connect it directly to the power grid? Will it boot normally?

Do you get the same result when you disconnect the UPS and plug your computer into the electrical outlet?

My first best guess is that you have a failing PSU.
Can you swap it with a known good one?

You should study replacing the power supply. This computer is not working properly.
