Brower Defender Toolbar failed to start update services error

I keep getting this error on my computer. I have a toshiba Satellite with PCtools Internet Security loaded and scanned which says no viruses.  Help!

Have you tried removing or uninstalling the toolbar first?

Generally speaking stay away from toolbars...
In every Windows OS since ME it's easy enough to customise your shortcuts...pin them wherever you want and have all that functionality without the added headaches that can be caused by them...
Never seen a well written one yet that i couldn't do without...
