need help for certain file delete

i need to delete file which require reboot and it is impossible to reboot this machine

You don't tell us the problem you're having. Splane yourself a little more. If you want to reboot the machine and it won't then hold down the power button for a few seconds.

no i didnt mean this

i dont want to reboot as many important services are running

tried all ways and cant delete it

so i thought reboot is the only solution but this is imposible
