my control panel gone screwy

every time i goto click the link for the control pannel under the start menu the screen refresshes and it don't work

i recently had to wipe my hdd and reinstall my os cause my hdd died (not even a year old too)(luckly still under warrenty)

Did this behavior begin before or after you reinstalled your operating system?  What operating system is it?  Do you have an antivirus program installed and updated?

    i have a win xp home edition

    this happend after i reninsatlled my os

    my hdd broke and so i had to wipe everything and start fresh

    i have up to date norton system works 2003

    when i went into command prompt and typed in control it tokk a while to load and i got an error message and i sent it to mircorsft but the second time it did the same as before with my screen refreshing

    norton win doctor says i got 2 missing files

    i'm missing a orun32.exe from 2 differnt places

      Do you have control.exe in your system32 directory?
      Right click on it & check it's properties, make sure you have execute permission for it.

        Your computer is in a network?
        Make some cd-s with drivers, antispyware, microsoft updates (eventually), some of the things Raptor told (I recommend you Avast! as antivirus) and repeat the windows installation without connection to network (unplug the network cable from your computer!).
        So... install Windows with drivers and applications, install antivirus, install firewall and after that you may try to plug in your network cable.
        I don't know what to say else. It could be a faulty Windows installation, it could be a virus. If you don't have important data (or much data) on your harddisk, better recreate the partitions (delete partition, recreate partition).

          What did you do during the reinstallation of OS.

          Formatted the whole thing or simply installed on the same drive.

          i found control.exe and i do have permission

          i orinally did a full instll(i wiped everything and installed the os) but i broke the os when i told norton to check for errodrs and it found some and i told it to fix itself but while that was going on i was updating windows

          it started not to work right so i decided that i would use the nondestructive restore option to just reinstall the os

          and it did fix the problem but i could i got the problem now

            Well for a start ...never attempt to do updates of any type whilst you are running virus scans.......
            My advice to you would be format your hard drive .........
            Do a clean install .....
            Then install your anti virus program .
            Now go on line  .
            Get any Anti virus updates.
            Then get your M/S updates
            Then install your other programs
