Burning OS

hi everyone.... i just want to ask for assistance.. i have trouble in burning my OS Installer in the CD/DVD... i have a compilation of Windows 7,vista,xp installer, my problem is i cannot burn it as bootable disk, i completed burning without any error but it will not boot when i try to restart my pc and set a priority boot device in a CD/DVD.

im using NERO for burning also i try the WIndows 7 burner

First of all, I'm not sure such a dvd is legal. But moreover, I don't see how it could be bootable (or work at all) in any event.
