Transfer Programs and Files across to new computer

Is it possible to copy files and programs on a Vista laptop across to a new one with 7 installed? I have some favorite old programs I don't have the original discs or keys to anymore and I don't want to lose them. I back up with Norton Ghost on the old one.

Programs cannot be copied and expected to run properly...they need to be re-installed.
