Was the computer always like this?

        How fast is your processor?

Have you tried re-installing Windows (fresh from a formatted hard drive)

So far your' posts are providing no useful information and not responding to questions. Let's start at the top, shall we?

          1) You say you used to use W7 but now use XP. Is this the same computer or a different one?

          2) If it's the same computer, why did you switch to XP? And are you certain the system supports XP (are there XP drivers available)

          3) Did you install all the correct XP Drivers?

Please provide DETAILED information about what is going on or we're just going to waste each others' time.

Good morning preethamjohn and welcome back to CH

OK from hat I am interpreting in your post(s)

#1.. you installed 2 different OS (XP and W7) and you are saying the PC is no better / faster. You may have a hardware issue, is there any yellow or red items on the device manager.
#2.. If you are hearing the windows log on sounds about 15 sec but you can't see anything /  nothing on the LCD for 10 to 15 min did you try a different monitor
#3.. What kind of PC (Dell E521) or is it a custom PC and if it is a custom PC what is the motherboard model and what kind of hardware do you have.
#4.. Was the MSCONFIG checked to see what is running and booting with the PC
#5.. Is there any errors / boxes that come up is there any errors in the event viewer?

Sorry it is very hard to help you when we don't know the specifics on your PC, OS bit version etc.

Hope to hear from you soon, Mike

This used to happen to me with IDE hdds. Is this IDE? If it is, maybe you have one of the jumpers wrong. You would think it just wouldn't boot if the jumpers are wrong, but for some reason on some machines, it only delays the boot. Probably a timeout of some kind.
