Can my Dell Optiplex 755 SFF PC Core 2 Duo 2.0Ghz 2Gb 80Gb play ARMA 2? Does it meet the system requirements ?

Here is what I can find but it will depend on your video card also

You haven't provided details of your graphics card, but I'm going to say most likely not.
ARMA 2 is a fairly demanding game, and your computer's power supply won't power a video card that's powerful enough to run the game well.  Additionally, ARMA's game engine is very CPU intensive, and your CPU simply isn't up to the task.  If you do have a half decent graphics card in there, you'll be able to play on medium/low settings, but it's unlikely your graphics card (if you have one and it's not just the onboard, it could vary) will handle it.
