how to fix out of range problem comes up then blackscreen

 i hit f8 and go to safe mode and hit enter it comes up the next window a bunch of drivers looking lines and noting happens cant get to the control panel? if i let the computer start the correct way it comes up with the box saying out of range, pc correct display settings then it goes blackscreen again, cant do anything then tried hitting return to last safe start up in safe mode still noting

You have to be more patient and let safe mode load completely...
It may appear to hang at one line but let it finish.
