    I just got a new monitor but i cant get the picture to go full screen at 1920x1080. I have already tried the display settings and catalyst control center but nothing works. Here is my build:

    Amd phemom 955 3.2
    Asus m4a88td with onboard ATI Radeon 4250
    8gb corsair ram
    Corsair 650 psu

    Is it fixable or do i have to upgrade my card?

    Did you check to see if the monitor has adjustments on it as well ? ?

      it is a dell st22.  I believe 22inch.

      Check control panel - Appearance and Personalization. Look for recommended and aspect ratio.
