I think it would be easiest to perform a System Restore.

You can follow the steps to perform a System Restore here:
      http://www.computerhope.com/issues/ch000589.htm

Select a date before you started noticing this problem.

Note: None of your files will be deleted. It is a completely safe procedure.

System restore did not work i also tried changing sleep state in the bios that didn't work either next i'm going to check for viruses and I will run chkdsk to scan for file system corruption i'm starting to think there is a corrupt system file its trying to access and that system restore didn't have a backup of

Yeah that might be a good idea.

If you could post this issue again in the Computer Virus and Spyware section, one of our Malware Specialists can assist you.

If you have the Windows 7 disc, I suggest performing a Repair Install.

Just another example of how flawed Windows power management features are...
Sorry this sounds like a personal rant but i simply don't use any of them at all...

If I'm working on a project, I would hibernate my computer when I go to bed (so that I wouldn't have to worry about re-opening folders/files).
For the last two months, my computer won't stay off. I have to flip the switch on the PSU to keep it hibernating.
I can't for the life of me figure out what happened, or how to fix it.

Macs has that stuff figured out pretty well.

Was changing my BIOS boot order when I decided to look through my power management settings.

There was a sub-category called "Wake Response". In it were a list of devices that will wake the computer from hibernation.

Disabled everything, and now my computer can rest peacefully.

Good find...so the BIOS settings were overriding Win settings ? ?

Why not set your computer to hibernate by a method available in Windows Power Options panel instead of using a command line?
