pop ups requesting storage space

What are these pop ups that want to store info on my computer? Are they necessary to run the video or game I am trying to play?  Usually i can close them but not always, so what are they?

What pop ups? You need to explain in detail what you're talking about - remember, we can't see your computer.

There are pop up boxes that show up on the face of my (usually a video ) that request permission to store info on my system  It is a square box    that I can not copy   so this is a rough idea of what it looks like:

                    -------------------------------------------------------------------------
                     adobe flash player
                    -------------------------------------------------------------------------
                     local storage
                     (different sites ) are requesting permission to store up to 10
                      kb on your system
                              allow                      deny

If you're playing a game and it's trying to save your data (eg. what level you're on, what's in your inventory, etc.), then you should allow it.
