IFRAME POPUPS

Is there anyway that I can make a "pop over" that bypasses a persons popup blocker and just pops up on the screen as a regular screen. Kinda like a button that makes the person default pick "open in new window"?

this would be extremly helpful if someone knew a code for this cause i'm stumped

Seriously I hope NO ONE helps you devise any thing close to a popup. Those are annoying as are the people that perpetuate them.
