Yes, there is another way to do the instill. You may need another PC to help.
The problem can be not enough memory nor the CD-ROM drive is weak.
You have to prepare a floppy disc with a Windows 98 start up on it.
Using the floppy, used fdisk to partition the drive. If the driven is too large, make one small partition, about 2 GB I recall.
Then copy all the contents of the CD into the hard drive partition you just made. Next start the Setup from the hard drive.
This is very awkward, but it is a workaround for a CD-ROM that is wimpy and has too many read failures. Yes, I have done it. Better to replace the CD-ROM.
