Ain't gonna happen...pdf's however can be "locked" in the app they are created in...
This means they cannot be edited...but you cannot block someone DLoading it.

Also, your could convert a PDF into monochrome  PNG or GIF f image with a low color count. It can do be copied or saved  as text. Would taht do.
That trick is often used by those who do NOT want the content indexed by web spiders. When done carefully, a good GIF looks like real text.

I've seen it done. The save button relays a message that the file cannot be downloaded. I use Lexus Nexus and it's all over that site as PDFs. I wonder if it's something that you have to do in Adobe.

I'm building a website, and I have very rare documents in public domain that I want people to have to visit the website to read. More traffic means more ad revenue. I'm building a digital library based on history.

Here   is how I might display documents that were in PDF format.
I would do one page at a time. I would set my display its highest resolution,  take a screen shot with my favorite photo editor. I would continue until I had raster of all of the pages in the document. In would then save themas GIF images with only 8 levels of color. (Of course the colors are shades of gray needed only for anti-alias.) To let the user page through the document thee will be links at the bottom of the page for next, prior, end and start.
Yes, awkward, but usable. The document will look like the original because it is relay and image

Good idea, I'd say, but, unless the photo editor being used has a screen capture tool that captures a full page when the full page can not all be displayed on the screen at one time, it would not capture the full page in such cases.  One solution to this might be an extension for the Chrome browser.  Google "Chrome Web Store - Webpage Screenshot" for more info.

You know, that might be just as much a pain as photographing each page and assembling into a PDF, maybe easier as scanning might be easier.

I had planned on using a DSLR camera to capture every detail. I'm posting Civil War, WWI, WWII, Korea, and Vietnam military publications. Fighter pilot manuals, Army regulation booklets for the Army of the United States 1861, machine gun manuals and old publications that are now public domain, or published by governments, post war analysis and stuff like that. These are rare and would draw lots of web traffic, I plan anyway.

Thanks for all the advise. I'll come back as I hit snags. Many thanks.

I like the next page idea. I'll try that.

Scanning is a god idea. Some scanners will scan from the document feeder and number the pages for you.
Before posting on the web, high definition JPG should be reduced to 8 level GIF or PNG to preserve clarity and reduce file size. Notice the file size of this page when done in either PNG  or GIF 8 color.
