Is this a new FTP connection? That is... did you recently add a FTP server at a small office or home and you are now for the first time trying to communicate with it?
Back when I setup my FTP server years ago, my ISP was blocking the common FTP port 21. I ended up having to bend my FTP to use an alternate port.
