System Volume Information after Format.

In Windows XP I did  quick format of an external drive. But one file was still there.
System Volume Information.
Why is it still there?
Later, I deleted it with  computer management, created a new partition, same size. Took a long time to format 160 GB partition. No sign of the lone file. What is going on here?

Curious minds need to know.   ;D
